Yes, using the Seller Vacation Marketplace add-on for Magento 2 the admin can disable the products of the vendors on vacation.
Within the configuration of the Seller Vacation Marketplace extension, the admin can set the option Seller Product Disable Type to Product Disable or Add To Cart Disable. 
Select add to cart.
Then the admin will be able to change the label of the add to cart button that displays on the add to cart button at the storefront.
Else if Product Disable is select the vendor products will disable.
