In Magento 2 Seller Groups Marketplace Add-on, the vendors cannot change nor pay for different group fees before listing expiration.
But the admin can assign, re-assign, un-assign any vendor from any group from the backend.
The admin needs to follow Marketplace Management>Manage Sellers>Actions>Assign a Seller Group and then change the group.
