Yes, the admin can add new customers in Magento Custom Registration Field by navigating through Customers-> Manage Customers.
After clicking on Add New Customer, the admin has to add details like First Name, Last Name, Email, Date of Birth, Gender, Group etc. Admin can also delete a customer.
