You can do that using Magento Marketplace Seller Groups module. As an admin, you can set the default no. of products a seller can add, and then define how further restriction applies:

• Number of product listings
• Duration of product listings
• Or Both

Once the duration expires, the product listing will not visible to the customers.

The admin will create different groups for sellers and set a fee for becoming a group member. A seller can pay the group fee using available payment methods on the checkout. Or use PayPal account for making recurring payments for the subscription.
