Yes, the seller can add products (simple, configurable, virtual & downloadable) in bulk/mass using CSV files with the help of an add-on known as Magento2 Mass Upload Marketplace Add-on.
This particular module also allows the admin to upload products in bulk on behalf of any seller from the admin panel.
