In WooCommerce Multi-Vendor Marketplace, the admin can create global as well as local attributes for his products. The admin can create global attributes under Products > Attributes, the global attributes will be available to all the products while the local attributes are those attributes that can be created by the admin while adding/editing a product. The local attributes are associated with the product only and can not be available to other products.
